Priority should be given to projects in the central and western regions under the same conditions. Chapter III Basic Conditions for Bidding Enterprises and Projects Article 5 A bidding enterprise must meet the following conditions:
1, which must be a township enterprise with legal personality.
2. Enterprises with export performance of more than two years and annual export earnings of US$ 2 million or shipments of RMB160,000 or more.
3. Enterprises that open accounts in the Agricultural Bank. Sixth "trade, industry and agriculture" joint export commodity production base enterprises, export enterprises with self-operated import and export management rights, large and medium-sized enterprises listed in the sequence and national township enterprise groups are preferred. Article 7 The total investment of a project subject to tender (including fixed assets, construction loan interest and working capital) shall be raised by the local authorities.
The raised funds shall not be less than 50%, of which the enterprise's own funds shall not be less than 25%. Enterprises that fail to implement self-raised funds shall not participate in bidding.
The funds used for civil construction shall not exceed 25% of the total investment. At the time of submission, the project summary table and tender documents will be discharged in five copies in sequence, and submitted to the State Planning Commission, the Ministry of Finance, the Ministry of Agriculture, the Ministry of Foreign Trade and Economic Cooperation and the Agricultural Bank respectively.
For joint venture projects with foreign trade companies, the summary table and tender documents shall be filled in by all localities and submitted at the same time with local projects. The foreign trade company shall submit the project summary table to the State Planning Commission and the Ministry of Finance respectively according to the company order; Ministry of Agriculture, Ministry of Foreign Trade and Economic Cooperation, Agricultural Bank. Article 12 The State Planning Commission, the Ministry of Finance, the Ministry of Agriculture, the Ministry of Foreign Trade and Economic Cooperation, the People's Bank of China and the Agricultural Bank of China jointly balance and review the reported projects and jointly issue project plans. Chapter V Project Subsidies Article 13 In the first year of the loan, the central finance and local finance will give a discount at an annual interest rate of 4.32% respectively, and the rest will be borne by the enterprise itself. Article 14 After receiving the notice of bank loan, the winning bidder shall apply to the local financial department for interest discount with the notice of bank loan as soon as possible. Chapter VI Post-project Management Article 15 During the Ninth Five-Year Plan period, township enterprise bureaus of all provinces, autonomous regions and municipalities directly under the Central Government shall track and manage the winning projects. After winning the bid, the project unit will fill in the implementation form twice in the first year and the second year after receiving the discount loan, which will be summarized and reported by the provincial department in charge of township enterprises. The competent department of township enterprises should strengthen the post-management work and report the relevant situation to the member units of the Trade, Workers and Peasants Office in a timely manner. Sixteenth "trade, workers and peasants" office shall inspect the declared projects from time to time, and inspect the winning projects.
For provinces, autonomous regions and municipalities that cannot submit materials in time as required, no new projects will be arranged within one year or several years as the case may be. Chapter VII Other Related Matters Article 17 The summary table of bidding projects and the bidding documents of 1996 localities shall be submitted before the end of May, and will not be considered after the deadline. 1997 projects in subsequent years shall be reported before the end of June of the previous year.
