Finance at all levels should set up a guarantee fund for college students' self-employment in combination with the actual arrangement of special funds to provide guarantee services for college graduates applying for loans. All financial institutions should tilt small secured loans to college graduates who start their own businesses, simplify loan procedures, shorten the examination and approval time, and provide convenient and efficient financial services for college graduates to start their own businesses. College graduates who are registered as unemployed and start their own businesses, if their self-raised funds are insufficient, can apply for small secured loans of not more than 50,000 yuan and other forms of small loans.
