No matter how much the forest area of our city increases, the existing forest will still be the main part of China forest after several decades. Therefore, active management measures should be taken to strengthen cultivation and improve the quality of this main forest as soon as possible. On the other hand, the newly added forests should be parallel in quantity and quality from the beginning, with quality as the main factor. We should focus on the long-term and start with basic work to avoid large-scale and long-term quality transformation in the future. Secondly, forest quality construction should meet the demand of local economy, society and natural environment for forest leading function. It should be pointed out that different geographical areas and natural conditions have different forest functions. To improve the quality of forests, we should pay attention to giving full play to the leading role of forests under specific local conditions. For example, the leading functions of upstream and downstream forests in the south and north, mountainous and sandy areas and river basins are different, and the corresponding quality construction standards should also be different.

The shortage of water resources, especially in the northern region, is a major problem of China's sustainable development. Forests are natural reservoirs and natural water purifiers. The construction of water conservation forest is a systematic concept, including forests to increase runoff from the source of rivers, forests to maintain glacier snow line, forests to maintain precipitation in mountainous areas, forests to maintain water and soil in rivers and reservoirs, forests to ensure water supply and clean water in cities and towns, forests to improve wetland functions, and so on.
