2. Provide small secured loans. Research shows that financial support and supporting measures have the most significant impact on the success rate of self-employment. However, it is usually difficult to obtain bank loans and other sources of funds because of high risk, low reputation and lack of suitable collateral and guarantee. Relevant departments should increase financial support for self-employment, and provide financial support for self-employment by providing small secured loans and lowering the threshold for self-employment loans. For loan projects below a certain amount, entrepreneurs should be allowed to waive the guarantee or reduce the guarantee ratio. Conditional places can directly provide various loan projects to solve the problem of start-up capital and liquidity of small enterprises.
3. Implement innovative project plans. Special projects can be set up, or the government procurement policy for start-ups can be implemented to solve the market access problem of start-ups. 5. Cultivate the entrepreneurial spirit of the whole people. Strengthen the publicity and education of entrepreneurship and entrepreneurial culture, enhance the entrepreneurial awareness of the whole people, and let more people participate in entrepreneurship. All kinds of media should widely publicize the policies to promote entrepreneurship and the deeds of successful entrepreneurs, and create a good public opinion environment.
