1. Lower the threshold for individuals to purchase housing. For households that purchase ordinary commercial housing through commercial bank loans, the minimum down payment ratio for first-time purchases is 20%, and the minimum down payment ratio for second-home purchases is 30%.

2. The lower limit of commercial loan interest rates shall be subject to the national minimum standard. The lower limit of commercial loan interest rates for first-home housing shall be LPR minus 20 basis points. The lower limit of commercial loan interest rates for second-home housing shall be subject to the current minimum standards.

3. The provident fund loan limit is relaxed:

If you apply for a provident fund loan for your first ordinary commercial house, the loan limit is relaxed to twice the original loan limit, and the maximum loan limit does not exceed 400,000. Yuan/person, 800,000 Yuan/household.

If you apply for a provident fund loan for the second set of ordinary commercial housing, the maximum loan amount will be adjusted to 400,000 yuan per person and 800,000 yuan per household; the down payment ratio will be adjusted from the minimum 40% to 30%.

For current employees with master's degrees or senior professional titles or above who apply for provident fund loans, the maximum loan amount is adjusted to 800,000 yuan per person and 1.6 million yuan per household.

4. Real estate companies: Appropriately reduce the bidding deposit ratio for ordinary commercial housing land from 30% to 20% of the total transfer price; appropriately extend the payment period for land transfer fees for development projects , adjusted from the current settlement within one month to six months to settlement within half a year.

5. Improve the quality of commercial housing. Comprehensively promote green buildings and develop prefabricated buildings. For high-quality real estate development companies with experience in developing high-quality housing and good social evaluation, price registration will be carried out based on the original price registration system and in accordance with the principle of "high quality and good price".
