Legal basis: Notice of the General Office of the State Council on Forwarding the Measures of the Ministry of Finance, the the State Council Poverty Alleviation Office and the National Development and Reform Commission on Fund Performance Management of Poverty Alleviation Projects.
Article 2 The term "funds for poverty alleviation projects" as mentioned in these Measures refers to all kinds of financial funds that governments at all levels and their departments support poverty alleviation projects (including subsidies for individuals and families) in order to achieve poverty alleviation goals on schedule, including all or part of funds used for poverty alleviation projects such as industrial poverty alleviation, relocation poverty alleviation, employment poverty alleviation, dilapidated house renovation, education poverty alleviation, health poverty alleviation, ecological poverty alleviation, basic medical care, social assistance, rural infrastructure construction, photovoltaic poverty alleviation, tourism poverty alleviation and cultural poverty alleviation.
Article 3 The fund performance management of poverty alleviation projects shall follow the following principles:
(a) Goal-oriented and results-oriented. While paying attention to the process of capital investment and use, we should pay more attention to the degree of realization of poverty alleviation performance goals and strive to improve the quality and effect of poverty alleviation.
(2) Unified deployment and division of responsibilities. The unified deployment of the state and local governments at all levels have strengthened the main responsibility of performance management of funds-using departments and units.
(3) Follow the whole process and innovate management. The performance tracking of poverty alleviation project funds in the whole process will be implemented, and the combination of self-management and external supervision of fund-using departments and units will be implemented, giving more autonomy to grassroots accurate decision-making.
(4) Compacting the responsibility and reducing the burden. The fund-using unit undertakes the main responsibility of performance management, which is specifically implemented to the project leader. It is strictly forbidden to organize repeated evaluation and inspection at different levels to avoid increasing the burden of evaluation and inspection at the grassroots level.
Article 4 The Ministry of Finance, the the State Council Poverty Alleviation Office and the National Development and Reform Commission are responsible for the fund performance management of poverty alleviation projects.
