Article 1: In order to strengthen the land use management of Dalian High-tech Industrial Park and rationally utilize land resources, in accordance with the "Land Management Law of the People's Republic of China", "Dalian High-tech Industrial Park Management Regulations" and "Dalian City State-owned Land Use Rights Assignment and Transfer Management Measures" and relevant regulations are formulated to formulate these measures. Article 2 All units and individuals that use state-owned land and collective land for development and construction within the planned land area of ??Dalian High-tech Industrial Park shall implement these Measures. Article 3 The land in Dalian High-tech Industrial Park (hereinafter referred to as the park) shall be uniformly managed by the Dalian High-tech Industrial Park Management Committee (hereinafter referred to as the park management committee) in accordance with the law.

No unit or individual may occupy or illegally transfer land in the park, may not arbitrarily change the terrain and landforms in the park, and may not destroy or use the above-ground and underground facilities in the park without authorization. Article 4 The requisition of collective land in the park shall be the unified responsibility of the park management committee. Before the collective land is requisitioned, units and individuals that change the nature of land use for construction should go to the land management department of the park management committee to go through the relevant approval procedures. Article 5: The state-owned land in the park shall be subject to a paid and fixed-term use system. The People's Republic of China and units and individuals inside and outside the country, unless otherwise provided by law, can obtain state-owned land use rights in the park through assignment, transfer, and allocation.

Land users must abide by the laws, regulations and these Measures of the People's Republic of China when developing, utilizing and operating land, and their legitimate rights and interests are protected by law. Article 6 The transfer of land use rights in the park shall be organized and carried out by the park management committee in accordance with the "Dalian City State-owned Land Use Rights Transfer and Management Measures".

To transfer state-owned land use rights, the land management department of the park management committee should sign a land transfer contract with the land user. When signing a land transfer contract, the land user needs to pay a deposit of 20% of the transfer amount; after signing the contract, the land use right transfer fee must be paid according to the standards and time limit specified in the transfer contract. If the full payment is not made within the time limit, the transferor has the right to terminate the contract. and may request compensation for breach of contract. Article 7 After paying all the state-owned land use rights transfer fees, land users should go to the land management department of the park management committee to register the land use rights, obtain a land use certificate, and pay land use fees on an annual basis in accordance with the contract. Article 8 Any unit or individual that applies for paid land allocation in the park should go to the land management department of the park management committee to handle land use procedures, sign a land use contract, receive a land use certificate, and obtain a land use certificate based on the approval documents and relevant information for the project. Land use rights. Article 9 Any land user who obtains land use rights through paid allocation shall pay land acquisition fees, development supporting fees and other fees to the park in one lump sum according to the standards and deadlines stipulated in the land use contract, and pay land use fees annually ( Tax). Article 10 Land users who have obtained land use rights must break ground within the time limit specified in the land use or land transfer contract. If the land use certificate is overdue, the land use certificate will be cancelled, and the paid land acquisition fees, development supporting fees and other fees or deposits and transfer fees will not be refunded. Article 11 Land users who have obtained land use rights shall not change the land use and land use scope without authorization. If you need to make changes, you should go to the land management department of the park management committee to go through the relevant approval procedures again. Article 12 Where land use rights are obtained by transfer, the land use rights may be transferred, leased and mortgaged in accordance with the law, and shall be registered in accordance with regulations.

If the land user fails to invest in, develop and utilize the land according to the time limit and conditions stipulated in the land use right transfer contract, the land use right shall not be transferred, leased or mortgaged. Article 13: Land use rights obtained through paid allocation shall not be transferred, leased or mortgaged without authorization. If it is really necessary to transfer, lease or mortgage, it must be approved by the park management committee, a land use right transfer contract must be signed, and the land use right transfer fee must be paid. Article 14 When a land user transfers land use rights, he shall pay land value-added fees in accordance with relevant regulations. Article 15 When the land use right expires, the ownership of the buildings and other attachments on the ground shall be acquired by the state free of charge. If the land user needs to renew, he should apply to the land management department of the park management committee one year before the expiration, and go through the relevant procedures again after approval; if the land user does not need to renew, the land user should apply on the expiration date of the transfer period. Within 15 days from then, with the state-owned land use certificate and land use transfer contract, go to the land management department of the park management committee to handle cancellation registration. Article 16 Violations of these Measures will be subject to administrative penalties by the land management department of the park management committee in accordance with relevant national laws and regulations.

Article 17 These Measures shall be interpreted by the Dalian High-tech Industrial Park Management Committee. Article 18 These Measures shall come into effect from the date of promulgation.
