In order to further improve the use policy of housing provident fund in our city, according to the Regulations on the Management of Housing Provident Fund in the State Council, combined with the actual work and drawing lessons from foreign experience, we decided to adjust some policies on the use of housing provident fund from July 1 1.

The first is to adjust the housing provident fund withdrawal policy.

In the detailed rules for the withdrawal management of Dezhou Housing Provident Fund Management Center, the original "deposit for nearly 3 months every month and withdraw to 100 yuan" was adjusted to "withdraw to 100 yuan".

Two, adjust the calculation method of housing provident fund loans

Housing provident fund loans are linked to individual deposit base, account balance and deposit time.

(1) Calculate the loanable amount according to the repayment ability.

When the loan applicant and spouse apply for a loan, the loanable amount shall be calculated separately according to 50% of the deposit base of the individual account, and the average deposit base for six months (180 days) when applying for a loan shall prevail.

(2) Calculate the loanable amount according to the balance multiple.

When the loan applicant and spouse apply for a loan, the loanable amount is calculated separately at 20 times of the personal account balance, and the account balance is subject to the normal remittance, early remittance and monthly repayment of the loan applicant and spouse.

(3) Calculate the loanable amount according to the time coefficient.

The coefficient of continuous deposit for three years is 1, the coefficient of continuous deposit for two years is one year, and the coefficient of continuous deposit for six months is less than six months. The employees who have paid housing provident fund loans are not eligible.

(4) Determination of loan amount

Take the low value of the repayment ability loan amount and the balance multiple and multiply it by the time coefficient to determine the loan amount. The personal loan amount paid by both husband and wife is calculated separately and added to the final loan amount.

(5) The maximum loan amount.

The maximum repayment amount of one party is 400,000 yuan, and the maximum repayment amount of both husband and wife is 500,000 yuan. If the loan amount is less than 654.38 million yuan, you can apply for a loan according to the loan amount of 654.38 million yuan.

Third, increase the "monthly rush" mode.

On the basis of the original "annual offset" mode, the "monthly offset" mode is added, and the repayment is made according to the monthly repayment amount, and individuals can choose voluntarily according to their own affordability. Once the loan contract is signed, it cannot be changed.

(A) the annual offset can be withdrawn and loaned.

When applying for a loan for the same house, you can use the deposit balance and keep the loan application balance when withdrawing. After normal repayment, the deposit balance (including the loan application balance) can be used to offset to 100 yuan.

(2) Choose to offset the loan only on a monthly basis.

When applying for a loan for the same house, the deposit balance cannot be used, but it can only be used to offset the monthly repayment amount of the provident fund, and the loan balance should be kept when offsetting; If this housing loan is settled in advance at one time, it can be offset by the balance of deposit (including the balance of loan application) 100 yuan.

(3) Offset orders paid by both husband and wife

First offset the balance of the main lender's account and then offset the balance of the spouse's account. If both parties can't offset in full, they need to save the loan card funds themselves. If the deduction is unsuccessful, the borrower will bear the corresponding responsibilities.

Fourth, increase the "average capital" repayment method.

On the basis of the original repayment method of "equal principal and interest", the repayment method of "average capital" is added, and individuals can choose voluntarily according to their needs.

The loan policies not covered in this notice shall be implemented in accordance with the Detailed Rules for the Implementation of Individual Housing Provident Fund Loans of Dezhou Housing Provident Fund Management Center and related documents. This notice shall be interpreted by the Municipal Housing Provident Fund Center.
