Reasonable and unreasonable, the problem can't just be entangled in this. As far as I know, the Housing Authority wants the original loan contract to handle the mortgage notice registration. Your original is just there for filing. In case of trouble in the future, just take it out. If you have a copy of the loan contract, it's no problem. No big deal.
