For projects that have not started after June 14, 2022, under the condition that the land transfer fee is not less than 50% and the property right certificate has not been obtained, all relevant functional departments can go through the examination and approval procedures for construction land planning permit, construction project planning permit, construction permit, etc., which do not exceed 50% of the approved floor area ratio and do not include the basement, and pay the land transfer fee and handle the property right certificate before handling the pre-sale permit of commercial housing. If the construction project planning permit is handled by stages, the supporting fees for urban infrastructure construction can be paid by stages, and the payment ratio is consistent with the area of the project planning permit handled each time, generally not exceeding three periods. When the unfinished project planning is verified after June 14, 2022, if the design scheme has been phased, it can be accepted by stages; If the design scheme is not divided into stages, it should be reported to the natural resources and planning department for full demonstration and approval, which can generally be divided into three stages for acceptance. Projects with an area of more than 200,000 square meters can be increased by stages. Land verification shall be handled together with the last batch of phased planning verification, and the performance of the land transfer contract shall be uniformly verified.

If the relevant provisions in the documents issued by the municipal government are inconsistent with these measures, the provisions of these measures shall prevail, and if there are any new provisions in the implementation process, those provisions shall prevail.
