Notice on accelerating the development of the aged care service industry

The Notice of the General Office of the State Council on Forwarding the Opinions of the Office of the National Committee on Aging and the Development and Reform Commission on Accelerating the Development of the Aged Care Service Industry (No.6 [2006] of the State Council) has been issued. In order to cope with the rapid development of the aging population in our province and do a good job in the old-age service, with the consent of the provincial government, combined with the actual situation in our province, the notice on accelerating the development of the old-age service industry is as follows, please implement it together.
First, fully understand the importance and urgency of accelerating the development of the aged care service industry.
Our province is one of the provinces that entered the aging society earlier in China. Accelerating the development of the aged care service industry, constantly meeting the growing demand for aged care services for the elderly, and ensuring the elderly to enjoy the fruits of economic and social development are important contents of adhering to the people-oriented principle, implementing Scientific Outlook on Development and building a harmonious socialist society, an important symbol of social civilization and progress, and an urgent need to cope with the rapid development of population aging in our province. Accelerating the development of the aged care service industry and cultivating the aged care service industry chain are conducive to expanding employment channels, promoting the development of related industries, promoting economic growth and improving the quality and level of life of all people. All localities and relevant departments should clearly understand the development situation of population aging in our province, further improve their understanding, enhance the sense of urgency in developing the aged care service industry, and take active and effective measures to vigorously promote the development of the aged care service industry.
Second, further establish and improve the old-age service system.
The development of the aged care service industry should aim at meeting the growing needs of the elderly, and in accordance with the principles of policy guidance, government support, social establishment and market promotion, make overall planning, highlight key points, adjust measures to local conditions, and give classified guidance, and gradually establish a service system that adapts to the development trend of population aging in our province and meets the multi-level and diversified needs of various elderly groups, so as to realize the healthy, orderly and rapid development of the aged care service industry.
(1) Accelerate the development of social welfare for the elderly. Governments at all levels should take social welfare for the elderly as the focus of social security system construction, perform social management and public service functions, encourage and support social forces to participate in social welfare for the elderly in various forms and channels while increasing financial input, and provide free or low-cost services for the elderly in need. Pay attention to solving the problem of providing for the aged in rural family planning families, especially the only-child parents and the "two-daughter" families. By 20 10, all towns and villages will have at least 1 fully functional nursing homes, and each hospital will have no less than 50 beds, with an occupancy rate of no less than 80%; Fuyang, Xuancheng, Chaohu and Bozhou will each build a comprehensive welfare service center including pension service facilities, and other municipal social welfare institutions should further enrich and improve the functions of pension services; 80% of counties (cities, districts) should have comprehensive welfare facilities for the elderly, and the number of beds in various social welfare institutions in cities and counties should reach more than 0/.5 per thousand people. Through five years' efforts, we have basically established a social welfare service system focusing on elderly welfare services, with various social welfare institutions as the backbone, supported by community welfare service networks and relying on home-based care for the elderly, and gradually realized diversification of investment subjects, openness of service targets, marketization of operation mechanism and marketization of service quality.
(2) Vigorously develop social pension service institutions. In urban and rural planning and construction and the transformation of old cities (villages), governments at all levels and relevant departments should incorporate the construction of old-age apartments, nursing homes, nursing homes and other old-age care institutions into their plans according to the requirements of increasing the number of elderly people and increasing the demand for old-age care, and encourage non-governmental organizations, enterprises and individuals to set up old-age care institutions by means of sole proprietorship, joint venture, cooperation, joint venture, equity participation and leasing. We will conscientiously implement policies such as tax reduction and exemption, small loans, training subsidies, social security subsidies, job subsidies, and financial subsidies, and encourage laid-off workers to set up family nursing homes, pension centers, and carry out pension services. Strengthen the service function of the community for the elderly, continue to promote the integration of enterprise retirees into the community to implement socialized management services, and at the same time when enterprises hand over retirees to the community, transfer the original retirees' activity places and management service facilities to the community or open them to the society, and continue to be used as activity places for the elderly.
(3) Support the development of the aged care service industry. Actively support the development of old-age care services such as life care, domestic service, psychological consultation, rehabilitation service, emergency rescue and hospice care for the elderly in various ways, such as public construction and private operation, government subsidies and purchase of services. Support social forces and organizations to set up medical service institutions with the nature of pension and hospice care, and in accordance with the requirements of the Regulations on the Administration of Medical Institutions, the health administrative department shall be responsible for the examination and approval of medical service projects. Encourage medical institutions to carry out elderly care and hospice care services. Where conditions permit, the government can purchase services to help the elderly, empty nesters and poor elderly families.
Third, increase policy support for old-age service institutions.
(a) with the approval of the people's government at or above the county level with the right of approval, the land use right can be provided by means of allocation; Land of other nature shall be provided with land use rights in a paid way.
(II) For private pension service institutions that build their own houses and provide more than 50 social pension beds, with the approval of the civil affairs department of the people's government at or above the county level, they will be given a one-time start-up subsidy according to the number of approved beds, and the specific subsidy standards and measures will be determined by the localities themselves. For private pension service institutions to resettle urban "three noes" and rural "five guarantees" personnel, local finance can transfer the living expenses subsidized to the above-mentioned personnel to the pension service institutions to pay for the living and care services of the above-mentioned personnel.
(three) the electricity used by the old-age service institutions is charged at the lowest local price, and the water and gas (natural gas, gas and liquefied gas) are charged at the price of domestic water and gas. Old-age service institutions should take care of telephone and other telecommunications services in accordance with the most favorable tariff policy.
(four) the medical institutions run by the old-age service institutions have obtained the practice license, which meets the qualifications of designated medical institutions, and apply according to the relevant provisions, and can be included in the designated scope of the basic medical insurance for urban workers after approval. The medical expenses incurred by the insured in the medical institutions run by the adopters of the old-age service institutions and designated old-age service institutions shall be paid in accordance with the provisions of the basic medical insurance.
(5) Welfare and non-profit welfare homes for the elderly, nursing homes (sanatoriums), service centers for the elderly, apartments for the elderly (including nursing homes for the elderly, rehabilitation centers and nurseries for the elderly) invested by government departments, enterprises and institutions, social organizations, individuals and other social forces are temporarily exempt from enterprise income tax, and their own real estate, land, vehicles and boats. Enterprises, institutions, social organizations and individuals who donate money and materials to welfare and non-profit pension service institutions through non-profit social organizations and government departments are allowed to deduct them in full before paying enterprise income tax and personal income tax.
Fourth, strengthen leadership and promote the healthy development of the aged care service industry.
All localities and relevant departments should further strengthen their leadership, incorporate the accelerated development of the aged care service industry into the economic and social development plan, put it on an important agenda, and clarify the work objectives. We should proceed from reality and speed up the formulation of relevant policies and measures to promote the development of the aged care service industry. It is necessary to strengthen management, carry out service quality evaluation and service behavior supervision, and constantly improve the standardization and standardization level of the aged care service industry. It is necessary to strengthen the team building of the aged care service industry, gradually implement the certification system of professional qualifications and technical level management, strengthen industry self-discipline, train professionals and improve service level. In order to conscientiously implement the spirit of the document "Opinions on Carrying out Home Care Service in an All-round Way" (Yu Zhengban [2005] No.30) of the district government, and further standardize the home care service, the following operation scheme is put forward through research.
First, the formation of institutions.
(A) give full play to the role of district-level NGOs in home care services.
Its main responsibilities are:
1, to guide and supervise the work of home care services in the whole region;
2. Improve the feedback, return visit and evaluation of home care service;
3. Organize the training, service experience promotion and exchange of home care service teams.
(two) according to the law to set up a warm street nursing home caring for the elderly Federation.
Its main responsibilities are:
1, recruiting, training and managing home care assistants;
2. Collect the information of home-based aged care services, and examine and determine the objects of home-based aged care services;
3. Evaluate the current situation, physical condition and family situation of the difficult service personnel reported by the community;
4, study and determine the service content and standards;
5, review and approve the community intends to send to the service object of family caregivers;
6. Supervise and guide community home care services.
(3) Establish a community service association for the elderly according to law.
Its main responsibilities are:
1, specifically organize and carry out home care services within its jurisdiction;
2. Publicize the elderly caregivers in the suggested area to the street;
3. Investigate the home care service objects within the jurisdiction and report them to the street;
4, the establishment of nursing assistant files, the main contents include:
(1) Copy of ID card and household registration book;
(2) a copy of the skill qualification certificate;
(3) personal resume;
(4) a health examination certificate issued by a hospital at or above the county level;
(five) the application form for the old-age assistant;
(6) family subsistence allowances.
5, the establishment of service object files, the main contents include:
(1) Copy of ID card and household registration book;
(2) proof of income of family members;
(3) A health examination certificate issued by a hospital at or above the county level.

6. Send nursing assistants to clients' families;
7. Evaluate the service attitude and service quality of the old-age assistants.
(D) grading the establishment of evaluation organizations
1, the district non-governmental organization association set up an evaluation team for home care services. Members mainly include the office of the District Committee on Aging, the district welfare service agencies for the elderly, and the relevant personnel of the district community service center.
2. The Street Warm Home Care for the Elderly Federation has set up an evaluation team for home-based aged care services. Members mainly include the related members of the warm home care, employment and social security office of the Federation of the Aged, the street committee on aging and the street community service center.
3. The community service association for the aged set up an evaluation team for home-based aged care services. Members mainly include community neighborhood Committee cadres, elderly service associations, employment and social security workstations and other related personnel, and absorb residents' group leaders and 2-3 residents who require services.
Second, the formation of the work team
(1) management team. The Street Warm Home Pension Federation has identified 1-2 full-time (part-time) managers, and the Community Elderly Service Association has identified 3-5 full-time (part-time) managers.
(2) service team. Absorb low-income residents and volunteers under the age of 45 who are healthy and able to work, as well as some members of community elderly service associations, and form a team of elderly caregivers of elderly service associations.
(three) home care service managers and caregivers must undergo systematic pre-job training, after passing the examination, confirm the qualification.
(four) home care service managers and caregivers must wear badges and certificates.
Third, the service object and standard
(a) to provide home care services for the elderly over 60 years old. The service standard is tentatively set at 5 yuan per hour.
(two) to provide free services for the elderly who are over 60 years old and whose household registration and residence are in Yuhui District; Older people over 60 who enjoy the minimum living allowance and have difficulties in living cannot take care of themselves or part of them; For families whose per capita income is lower than 100 or more of the minimum living guarantee line for urban residents in Bengbu, under the premise of full family protection, the old-age allowance will be given to the elderly according to the standard of 100 yuan per person per month. Specific measures are as follows:
1, application. The elderly themselves and their families or entrust community neighborhood committees to apply and fill in the service application form of Yuhui District Community Service Association for the Elderly. At the same time, provide the following materials:
(1) ID card, household registration book and their copies;
(2) my income certificate;
(3) proof of income of family members;
(4) A health examination certificate issued by a hospital at or above the county level.
2. evaluation. The home care service evaluation team of the community elderly service association evaluates the family situation of the elderly who put forward the service demand and signs and seals it.
Step 3 check. Street employment and social security service institutions shall review the salary income of the service objects and their family members after community assessment, and sign and seal them.
Street Warm Home Care for the Elderly Federation evaluates and reviews the service contents, service standards and service hours of the clients, and signs and seals them.
4. Review and approval. The Federation of District Non-governmental Organizations conducts a comprehensive review and approval of the Service Declaration Form of Yuhui District Community Elderly Service Association, and signs and seals it.
Fourth, on-site service
(a) according to the application, evaluation, examination and approval to determine the service object, select the corresponding nursing staff to provide services in accordance with the agreed service items.
(2) The community service association for the aged, the nurses and the clients sign a good faith agreement, which will take effect after being examined and approved by the Street Warm Home Pension Federation.
(three) the elderly community service association sends and receives the service registration form of nursing assistants to the clients every month. If the service situation is outstanding, it shall report to the street warm home and respect for the elderly Federation in time, and the street shall give praise and criticism respectively, and make demands.
Verb (abbreviation for verb) supervision and inspection
(1) feedback. After the nurses come to the door for service, the clients can give feedback to the community service association for the elderly at any time.
(2) pay a return visit. The community elderly service association pays a return visit to the clients at least once a week, and supervises and inspects the service work of the nurses at any time.
(3) evaluation. The community elderly service association evaluates the service quality of elderly assistants once a month.
(4) time limit. After receiving the applicant's application, the community elderly service association should complete the evaluation within 2 working days, the street warm home caring for the elderly Federation should complete the evaluation within 3 working days, and the district non-governmental organization Federation should complete the examination and approval within 5 working days.
(5) supervision. The Federation of District Non-governmental Organizations conducts random spot checks on the work of the Federation of Street Warm Homes Caring for the Elderly, comprehensively supervises and inspects the progress of the work, grasps the situation and solves problems.
Street Warm Home Pension Federation should strengthen the guidance of community home-based pension, especially strengthen the supervision and management of pension assistants through effective measures to ensure the quality and effect of service.
Public telephones should be set up in warm homes and places caring for the elderly in each street to accept opinions from all parties on home-based care services at any time.
