With my dream and the school’s dispatch certificate, I went from the Provincial Agricultural Bank of China to the Municipal Agricultural Bank of China and then to the County Agricultural Bank of China. I exchanged passes for passes and came to the county seat. The only Rural Credit Cooperative branch in the south. In August, when I came to the branch, my dream changed with the passes one after another, and my dream came to nothing. It sounds like a branch, but it's actually a store facing the street, with lights on all year round. In winter, the only way to heat the house is with a briquette stove. To ensure that no gas accidents occur, a window must be kept open in the winter. In summer, only the rusty electric fan on the beam head rotates "click-click", bringing a hint of coolness.
Life Record 1: In a dark room, an ignorant young man was receiving the depositor, taking the expired certificate of deposit from the depositor, and taking 1,000 yuan with him. The young man held 1,000 yuan under the purple light and carefully scanned the banknotes one by one to verify their authenticity. Then search the deposit receipt's bottom account according to the deposit receipt number to confirm that it is the deposit receipt of this outlet. He looked up at the deposit base table on the wall according to the age of the deposit certificate. In order to calculate accurately, the young man used 1,000 yuan as the base number and converted it into the amount of interest due based on 3 months, 6 months, one year, two years, three years, five years, and eight years. Days, two days to nine days. This makes the calculation clear at a glance and reduces the error rate. The young man calculated the interest on the abacus according to the deposit certificate, issued an interest note, and then added the principal and interest together. According to the receipt filled in by the customer, a triple deposit certificate was issued, the official seal was skillfully stamped, the principal and interest were checked on the abacus, and the remaining change was given to the customer.
This is a microcosm of me who just walked out of school. I once remembered that the credit union and its branch were in the same town, and the branch was on a busy street in the west of the town. To the south of the branch is the Agricultural Bank of China branch. The system at that time was not as standardized as it is now. Every day, I rode a large 28 bicycle with a black bag on the handlebar. This was my daily office. There was thirty to fifty thousand yuan in it, shuttled back and forth from the head office to the branch. My companion is a retired employee of a rural credit cooperative who is nearly 70 years old. I stayed here for three years.
The simplicity and kindness of the folks in the town makes me full of enthusiasm for life. There are branches of the Agricultural Bank of China and credit unions and branches affiliated to the Agricultural Bank of China. They are like brothers, and we all work here. The branch where I am located is adjacent to the Agricultural Bank of China branch office. We are one company in terms of business, and our businesses are interconnected.
I always follow my parents' instructions: I am a stranger half a mile away from the village, so I must know how to respect others. I work in an industry that deals with money, so I have to keep a clear mind at all times to avoid making mistakes. Treating every customer well also paves the way for yourself. Once something goes wrong, even if they come to me, they will never give me any trouble. With this in mind, I treat every customer patiently with a smile. My behavior has been affirmed by the depositors. They are willing to deal with me and think that I am honest and reliable. Maybe it's because I treat people sincerely. I didn't make any mistakes while working at the front desk. When I walk on the street, fellow villagers greet me warmly. After work, there are always fellow villagers coming here to chat with me, which makes me no longer lonely.
In August 1996, the "Decision of the State Council on the Reform of the Rural Financial System" determined the "separation of banks and cooperatives", and rural credit cooperatives returned to the direct management of the central bank. The family divided the three pots and formed the Agricultural Bank of China, the Rural Credit Cooperative, and the Agricultural Development Bank of China. The three brothers stood in a "tripartite" relationship. From then on, competition between the Agricultural Bank of China and the Rural Credit Cooperatives began.
In 1999, I left the branch and came to the credit union at my doorstep, where I worked for 10 years.
Being from my hometown, I am reliable in dealing with things, and young and old men all know this. My kind parents and good family tradition made me popular in the neighboring villages of Shiliba. From the front desk to the field, through continuous hard work in various positions, I gradually understood the accounting business processes and internal control requirements of the Rural Credit Society.
Rural credit cooperatives have entered an active period of reform. After 2003, the newly established China Banking Regulatory Commission became the actual supervisor of rural credit cooperatives. Rural credit cooperatives have begun the reform of "paying money to buy the mechanism". Rural credit cooperatives are managed by at least four aspects: the provincial people's government, the China Banking Regulatory Commission and its agencies, the central bank and its branches, and the provincial credit cooperative management agencies. During this period, I continued to enrich myself, participated in business competitions of the County Association many times, and achieved good results many times. Based on this, the Associated Press assigned me to join the business inspection team and went to the government departments to help. I gained a deeper understanding of the development of rural credit cooperatives in the county.
Life Record 2: A depositor walked into the business hall of a credit union. When the teller saw the depositor arriving, he hurriedly stood up to say hello. The locals knew each other. The depositor took out the deposit receipt and 10,000 yuan from his pocket and handed it to the teller. While chatting with the depositor, the teller quickly counted the 10,000 yuan through the money counter to confirm that it was accurate. The teller skillfully found the deposit certificate number through the computer according to the deposit certificate, and quickly typed out the interest list. The customer signs the deposit certificate and interest note. Then the deposit receipt was printed out based on the receipt filled in by the depositor, the official seal was attached, and the remaining interest and deposit receipt were handed over to the depositor.
The manual accounts under the jurisdiction were gradually replaced by computer accounts, and the operation mode of "two people at the teller, substitution review" was transformed into a comprehensive teller system.
In June 2005, the Provincial Cooperative was established, and rural credit cooperatives were unified as legal entities based on counties (cities). Then, the province's businesses were networked and the rules and regulations were gradually standardized. The branch office in the small town where I once stayed was withdrawn and merged. The Agricultural Bank of China branch office was also removed from the town, leaving only the credit union in the town. The county federation gradually withdrew and merged credit stations, leaving 16 business outlets in the county. Cameras are installed in various locations in the business outlets, and all work is carefully handled in accordance with the operating procedures.
After the five-level classification was fully implemented in 2006, in 2007, a "dual-track operation" was implemented in which the five-level classification was mainly used and two types of data were reported. The four-level classification was still used as a reference. The province has launched five-level classification training. I also went to Xingtai many times to participate in training. This year, the county's rural credit cooperatives realized the transition from four-level loan classification to five-level classification.
In 2007, our county carried out a series of reforms such as comprehensive system transformation, the establishment of a loan classification system and the payment of central bank bills. According to regulations, if a rural credit cooperative meets the specified conditions in terms of the reduction of non-performing loans, capital adequacy ratio, transformation of operating mechanisms and corporate governance structure within the specified time, the central bank’s special bills should be honored. But whether it is truly satisfied, it is necessary to conduct an authenticity test on the contents of various specified indicators to ensure that the "spend money to buy the mechanism" achieves real results. That year, the central bank bill was successfully redeemed! Its successful redemption marked that the structural reform of Xinhe County Rural Credit Cooperatives has reached a new level.
I wandered between the front desk, field service, and departments of the Associated Press, constantly broadening my horizons. Financial competition is becoming increasingly fierce. Agricultural Bank of China, Postal Savings, and small loan companies have returned to rural areas. Rural credit cooperatives can no longer sit back and relax.
