According to the "Notice on Issues Concerning Further Standardizing the Order of Commercial Housing Transactions", when selling houses in a fair lottery, real estate development companies should provide no less than 50% of the housing supply to give priority to families in need. Those who have been divorced for less than 3 years are not included in the list of urgent needs. Therefore, buyers who buy a house after divorce cannot buy a house according to the lottery if it is less than three years.
Policies and regulations for buying a house in Xi'an
1. House purchase qualifications:
(1) Local household registration: If you don't have a house, you can buy two houses; if you have one house, you can still Buy another house; if you have two houses, you cannot buy another house in areas with purchase restrictions, but you can buy in areas without purchase restrictions.
(2) Newly settled residents: Those who have settled in Xi'an for one year or have paid social security (or personal income tax) for 12 consecutive months in Xi'an can buy two houses.
(3) Non-local registered permanent residence: Special talents recruited by the policy can buy a house without being restricted by social security and personal income taxes; those without housing can buy a house with five years of social security and in areas with purchase restrictions.

Purchase restricted areas: Lintong District, Xincheng District, Beilin District, Lianhu District, Yanta District, Weiyang District, Baqiao District, Chang'an District, High-tech Zone, Economic Development Zone, Qujiang New District, Chan Ba ecological zone, aerospace base, international port area, Fengdong New City.
3. Lottery policy: On March 30, 2018, if the number of people interested in buying a house exceeds the number of houses available for sale, a notarized lottery method should be adopted for public sale.
