Article 1 In order to guide and encourage college graduates to work at the grassroots level in the central and western regions and hard and remote areas, these measures are formulated in accordance with the relevant spirit of the Decision of the Central Committee on Several Major Issues Concerning Promoting Rural Reform and Development (Zhong Fa [2008]16) and the Notice of the General Office of the State Council on Strengthening the Employment of College Graduates (Guo Ban Fa [2009] No.3).

Article 2 If college graduates have worked in grass-roots units in the central and western regions and hard and remote areas for more than three years (including three years), the tuition fees shall be compensated by the state. If you get a national student loan during your study in school (including the national student loan in colleges and universities and the student-origin credit student loan, the same below), the compensated tuition fee will be used to repay the principal of the national student loan and the interest generated before it is fully repaid.

Article 3 In these Measures, college graduates refer to full-time undergraduates (including higher vocational colleges), postgraduates and fresh graduates with second bachelor's degrees in ordinary colleges and universities affiliated to the central departments. Except for students who have enjoyed the tuition-free policy during their orientation, entrustment and study at school.

Article 4 The western region in these Measures refers to Tibet, Inner Mongolia, Guangxi, Chongqing, Sichuan, Guizhou, Yunnan, Shaanxi, Gansu, Qinghai, Ningxia and Xinjiang provinces (autonomous regions and municipalities directly under the Central Government) 12.

The central region refers to Hebei, Shanxi, Jilin, Heilongjiang, Anhui, Jiangxi, Henan, Hubei, Hunan, Hainan and other provinces 10.

Hard and remote areas refer to the hard and remote areas stipulated by the State Council except the above areas.

Article 5 The grass-roots units in these Measures refer to:

(a) organs, enterprises and institutions below the county level in the central and western regions and hard and remote areas, including township (town) government organs, rural primary and secondary schools, state-owned agricultural (animal husbandry and forestry) farms, agricultural technology extension stations, animal husbandry and veterinary stations, township health centers, family planning service stations, and township cultural stations. ;

(2) the work place is located in the central and western regions and the hard and remote areas below the county level, such as meteorology, earthquake, geology, hydropower construction, coal, petroleum, navigation, nuclear industry and other central units.

Sixth college graduates who meet the following conditions can apply for tuition fees and national student loan compensation:

(a) support the leadership of China * * * production party, love the motherland, and abide by the Constitution and laws;

(2) Abide by the rules and regulations of the school, be honest and trustworthy, have good moral quality, and pass the academic performance;

(three) after graduation, voluntarily work in grassroots units in the central and western regions and hard and remote areas, with a service period of more than 3 years (including 3 years).

Article 7 The maximum amount of tuition compensation and national student loan for each college graduate per academic year shall not exceed 6,000 yuan. Graduates who actually pay tuition fees or receive national student loans less than 6,000 yuan each year during their study in school will be compensated according to the actual tuition fees or the amount of national student loans. Graduates who actually pay tuition fees or get national student loans every year during their studies at school are more than 6,000 yuan, and they will be compensated according to the amount of 6,000 yuan per year.

Compensatory tuition fees and years of national student loans for undergraduate, junior college (higher vocational), graduate and second bachelor's degree graduates are calculated according to the corresponding educational system stipulated by the state.

Article 8 The state shall adopt the form of annual compensation for college graduates who are employed in grass-roots units and hard and remote areas in the central and western regions and meet the conditions of tuition fees and national student loans. After graduation, students will be compensated 1/3 of the total tuition fee or the national student loan every year, and the compensation will be completed in three years.

Ninth tuition fees and national student loan compensation funds determined according to these measures shall be arranged by the central finance.

Tenth eligible college graduates, according to the following procedures to apply for tuition and national student loan compensation:

(1) College graduates themselves submit the Application Form for Tuition and National Student Loan Compensation and the employment agreement signed by the graduates themselves, the employment unit and the school to serve grassroots units in the central and western regions and hard and remote areas for more than 3 years.

(two) college graduates who obtained the national student loan during their school years shall indicate that they have applied for the national student loan compensation when signing the repayment plan with the national student loan handling bank after graduation. If they are eligible for national student loan compensation, they don't need to repay the bank themselves.

(three) colleges and universities according to the above materials, according to the provisions of these measures, review the application qualification; Before the end of June each year, the relevant materials of qualified college graduates will be submitted to the National Student Financial Assistance Management Center for approval. For "second-level post" graduates, colleges and universities should submit relevant certification materials and review them, and submit the application materials to the National Student Financial Assistance Management Center for examination and approval before the end of February of the year of 65438+ at the latest.

The National Student Financial Assistance Management Center shall, within 1 month after receiving the application materials of colleges and universities, notify the relevant colleges and universities and the national student loan handling bank of the list of students who have obtained tuition assistance and national student loan compensation qualifications, and report the relevant approval documents to the Ministry of Education and the Ministry of Finance for the record.

Eleventh colleges and universities need to submit the on-the-job information of college graduates who have obtained tuition fees and national student loan compensation qualifications to the National Student Financial Assistance Management Center before June 30 each year.

College graduates should establish a regular contact system with employment units and national student loan handling banks. Colleges and universities should establish complete and accurate files for college graduates who have passed the qualification examination of tuition fees and national student loan compensation, and notify the graduates themselves, the personnel department of the employment unit and the national student loan handling bank in writing of the tuition fees and national student loan compensation during their study. At the same time, we should also take the initiative to understand and regularly inform the National Student Financial Assistance Management Center and the National Student Loan Handling Bank about the graduates' work, so that the handling bank can keep abreast of the dynamic situation of the borrowing students and do a good job in the post-loan management of the national student loan business.

Article 12 Except for those who leave the grass-roots units in the central and western regions and hard and remote areas due to normal transfer, promotion and job change, those who have served for less than three years will graduate from universities in the central and western regions and hard and remote areas in advance.
