It is clear in the Opinions that the policy of rent reduction and deferred payment mainly supports small and micro enterprises and individual industrial and commercial households in the service industry with operational difficulties, and gives priority to industries that are seriously affected by the epidemic and have operational difficulties, including accommodation, catering, tourism, education and training, housekeeping, cinemas and theatres, beauty salons, etc. Promote small and micro enterprises and individual industrial and commercial households in the service industry that lease state-owned houses for operation and have difficulties, and exempt them from housing rent for three months in the first half of the year. If the state-owned houses owned by the central government are rented, the housing rent support policy at the place where the houses are located shall be implemented. Non-state-owned lessors are encouraged to consider the actual difficulties of the lessee and reduce or postpone the collection of house rent on the basis of equal consultation between the two parties.
The Opinions also clarified the financial support policy, which will guide the state-owned banking financial institutions to increase the provision of small loans at preferential interest rates for small and micro enterprises and individual industrial and commercial households in the service industry during the year, specifically to pay housing rent. Encourage banking financial institutions to develop and promote pledged loan products based on housing rental income.

1. Overall requirements
Due to the impact of the COVID-19 epidemic, small and micro enterprises in the service industry and individual industrial and commercial households are under great pressure in housing rental costs. Relevant entities of state-owned housing leasing should take the lead in fulfilling their social responsibilities, actively helping small and micro enterprises, and Governments at all levels should increase policy support, and financial institutions should give appropriate support as needed. The housing rent reduction and deferred payment policy mainly supports small and micro enterprises and individual industrial and commercial households in the service industry with operational difficulties, and gives priority to catering, accommodation, tourism, education and training, housekeeping, cinemas and theaters, beauty salons and other industries that are seriously affected by the epidemic and have operational difficulties.
second, the implementation of housing rent reduction
(1) to promote the lease of state-owned housing (including state-owned enterprises and government departments, universities, research institutes and other administrative institutions, the same below) for small and micro enterprises and individual industrial and commercial households in the service industry, which have difficulties, to be exempted from housing rent for three months in the first half of the year. Sublease, sublease state-owned housing, to ensure that rent-free benefits to the ultimate lessee.
(2) if the state-owned houses owned by the central government (including the state-owned houses owned by relevant departments, central enterprises, central universities and research institutes) are rented, the housing rent support policy for small and micro enterprises and individual industrial and commercial households in the service industry where the houses are located shall be implemented. If rent reduction affects the performance of state-owned enterprises and institutions, it shall be recognized according to the actual situation in the assessment.
(3) For small and micro enterprises and individual industrial and commercial households in the service industry that have difficulties in renting non-state-owned houses for operation, the lessor is encouraged to consider the actual difficulties of the lessee and reduce or postpone the collection of house rent on the basis of equal consultation between the two parties.
Third, improve the fiscal and taxation preferential policies
(4) Local governments should co-ordinate all kinds of financial funds (including central transfer payments and local own financial resources, etc.) and give appropriate assistance to small and micro enterprises and individual industrial and commercial households in the service industry who rent non-state-owned houses according to local actual conditions.
(5) lessors who reduce or exempt rents for small and micro enterprises and individual industrial and commercial households in the service industry may reduce or exempt the current year's property tax and urban land use tax according to the current regulations. Implement the preferential tax policies for small-scale taxpayers of value-added tax.
iv. increase financial support
(vi) guide state-owned banking financial institutions to increase the provision of small loans at preferential interest rates for small and micro enterprises and individual industrial and commercial households in the service industry during the year, which is specially used to pay housing rent. Banking financial institutions should increase credit supply to small and micro enterprises and individual industrial and commercial households in the service industry, make good use of policies such as inclusive finance targeted cuts to required reserve ratios and refinancing, and provide financial support at preferential interest rates.
(7) for lessors who actually reduce or exempt the housing rent of small and micro enterprises and individual industrial and commercial households in the service industry, guide state-owned banking financial institutions to give preferential interest rate pledge loan support based on housing rental income within the year as needed. Encourage banking financial institutions to develop and promote pledged loan products based on housing rental income.
(8) if the production and operation loans of small and micro enterprises and individual industrial and commercial households in the service industry and lessors who actually reduce or exempt the house rent are seriously affected by the epidemic and it is difficult to repay the loans due within the year, the banking financial institutions will negotiate with customers and, if necessary, give temporary arrangements for repaying the principal and interest by means of extension or renewal.
V. Stabilize the housing rental market
(9) Encourage direct leasing of state-owned housing to small and micro enterprises and individual industrial and commercial households in the service industry. If it is really necessary to sublet or sublet, it is not allowed to drive up the rent in the sublease or sublease.
(1) when it is really difficult to pay the rent due to the epidemic, the lessee and the lessor will stabilize the lease relationship on the principle of equal consultation on the premise of abiding by the contract agreement, and the lessor may appropriately reduce or postpone the rent collection.
(11) The local government and relevant departments shall establish and improve the mediation mechanism for housing lease disputes, and guide both parties to resolve the lease disputes caused by the epidemic through consultation. Help small and micro enterprises and individual industrial and commercial households in the service industry tide over the difficulties, resume production and business as soon as possible, and promote the normal production order of small and micro enterprises and individual industrial and commercial households in the service industry.
(12) relevant departments shall, in accordance with the division of responsibilities, do a good job in the implementation of relevant policies and measures, and strengthen supervision and guidance. All regions should further refine and improve the implementation plan, pay close attention to the implementation of relevant policies and measures, and further increase support according to the actual situation to help small and micro enterprises and individual industrial and commercial households in the service industry ease the pressure on housing rent.
all regions and relevant departments should fully understand the significance of responding to the COVID-19 epidemic and further helping small and micro enterprises and individual industrial and commercial households in the service industry to alleviate the pressure of housing rent, further unify their ideological and cognitive actions with the decision-making arrangements of the CPC Central Committee and the State Council, clarify the division of responsibilities, improve the working mechanism, implement their work responsibilities, and increase their efforts to ensure that all requirements are implemented as soon as possible.
