The State Council has specially arranged the "Innovation Big Data Project". Data will become fertile soil for mass entrepreneurship and innovation. Data-intensive industries will become the fastest growing industries, and companies with data advantages will rise rapidly.
In addition, as the world's largest manufacturing country, my country needs to pay close attention to a reality-big data has redefined the goals and paths of manufacturing innovation and upgrading. Whether it is the Industry 4.0 strategy proposed by Germany or the Industrial Internet concept proposed by General Motors in the United States, the essence is the unity of advanced manufacturing and big data technology. The big data revolution has suddenly changed the evolution trajectory of the manufacturing industry, accelerating the process of depreciation and elimination of products, equipment, and processes in the traditional manufacturing system. Digital factories, or smart factories, are the inevitable direction for the transformation and upgrading of the manufacturing industry in the future. Our country is facing the historical task of transforming from a "manufacturing power" to a "manufacturing power". How to adapt to changes, how to survive and develop, and how to participate in competition under new technological conditions are very real challenges.
2. Promote the application of big data in national governance
Under the conditions of big data, the data-driven "precision governance system", "smart decision-making system" and "sunshine power platform" will gradually become a reality. Big data has become a new tool for global governance. The United Nations' "Global Pulse Project" uses big data to conduct real-time analysis, monitoring and "sentiment analysis" of Twitter and Facebook data and text information around the world. Provide early warning for diseases, unrest, and ethnic conflicts. Promoting the application of big data in the modernization of national governance is our arduous and urgent task.

Judging whether the economic situation is good or bad no longer relies solely on data from statistical samples, but can deduce macro trends by summing up the behaviors of a large number of micro entities; bank loans are no longer subject to information asymmetry. Big data characteristics can well predict the possibility of default; cracking down on counterfeiting and building a "Credit China" no longer requires a large amount of manpower and material resources. Big data will make it impossible to hide behaviors that endanger market order.
In the field of public services, intelligent service systems based on big data will greatly improve people's life experience, including smart medical care, smart education, smart travel, smart logistics, smart communities, and smart homes. Wait, all public services that people enjoy will be rebuilt in new models in the digital space.
3. Strengthen tracking and research on big data trends
There are several key points for my country to transform from a "data country" to a "data power" and promote the modernization of national governance with the help of the big data revolution. The problem requires in-depth study.
Effectively build a data policy system, data legislation system, and data standard system. Taking the data legislation system as an example, we must weigh the pros and cons between data openness and privacy protection to find a balance point.
Attach importance to the research on "data sovereignty" issues. With the help of big data technology, the U.S. government has closely integrated with leading Internet and big data companies to form a "data intelligence consortium" to control the global data space and form a new "data hegemony." Products from Cisco, IBM, Google, Intel, Apple, Oracle, Microsoft, Qualcomm and other companies have penetrated into the government, customs, postal, financial, railway, and civil aviation systems of almost all countries around the world. In this case, our country’s data sovereignty is extremely vulnerable to erosion. For our country, it is of great strategic significance to replace imported products with local products in key areas such as servers, software, chips, operating systems, mobile terminals, and search engines. It is also a necessary condition for maintaining data sovereignty.
“Data-driven development” may become a new driving force to hedge against the current downward pressure on the economy. Big data is the fundamental force that promotes changes in productivity, including data becoming a factor of production, data reconstructing the production process, data-driven development, etc. As a production factor, the marginal cost of data is zero. Not only will it not be consumed less and less, but it will maintain the exponential growth rate mentioned by "Moore's Law". This may bring new impetus to my country's economic transformation and upgrading and offset the downward pressure on the economy.
It is necessary to build a high-quality "big data and national governance practice case library". The National Academy of Administration has always attached great importance to the construction of a case library. With the attention and support of the central government, a large number of innovative practical cases have emerged from various departments and localities on the theme of big data promoting national governance, which urgently need to be systematically sorted out and summarized. Form an authoritative "big data and national governance practice case library" to facilitate national leading cadres to learn from and promote.
In the era of big data, how individuals survive, how companies compete, how governments provide services, and how countries innovate their governance systems all need to be re-examined and considered. We cannot stick to the old rules and cling to the old, but we must be good at learning and be brave in innovation.
