You can't. Unused salary cards have no business relationship with Bank of Communications and are not allowed to apply for Huimin loans. Conditions for applying for Huimin loan:

1. The applicant is a salary user of Bank of Communications or the applicant has business dealings with Bank of Communications.

2. The applicant's personal credit is good, especially the loan in Bank of Communications is not overdue.

3. Applicants need to open Bank of Communications mobile banking to submit application materials.
