To apply for orphan identification and payment of living expenses, the following conditions shall be met:

2, the public security organs, medical institutions issued by the orphan parents' death certificate; A certificate issued by the people's court that the orphan's parents are dead or missing; The death certificate of orphan parents issued by the village Committee (signed by the secretary of the village [neighborhood] Party Committee and sealed by the village [neighborhood] Committee), and the certification materials of three insiders of the neighborhood Committee are also provided.
