Legal basis: Article 12 of the Interim Measures for the Administration of Wind Power Development and Construction. Before carrying out the preliminary work, the wind power project development enterprise shall submit an application to the energy department of the government at or above the provincial level to carry out the preliminary work of wind power project development. According to the division of project approval authority, the application for preliminary work of 50,000 kilowatts and above project development is accepted by the provincial government energy department and reported to the the State Council energy department for approval. The enterprise can carry out the feasibility study of the project only after obtaining the approval issued by the competent department to carry out the preliminary work. Interim Measures for the Administration of Preliminary Work of Wind Farm Projects Article 12 The feasibility study of wind farm projects is conducted on the basis of the pre-feasibility study of wind farm projects, which is the basis for the government to approve the construction of wind farm projects. The feasibility study of the wind farm project shall be completed by the enterprise that has obtained the project development right in accordance with the national regulations and requirements on wind power construction and management.
