I. Basic information on personal consumption loans of our bank at the end of X.

Personal consumption loans granted by the Bank include personal housing loans, automobile consumption loans, house decoration loans and student loans. By the end of X, the balance of personal consumption loans of the whole bank was RMB X billion, of which the balance of personal housing loans was RMB X billion, accounting for X of the total personal consumption loans; The balance of automobile consumption loans is X million yuan, accounting for X of the total personal consumption loans; The balance of housing renovation loans is X million yuan, accounting for X of the total personal consumption loans; The balance of student consumption loans is RMB 10,000, accounting for X of the total personal consumption loans.

Risk status of personal consumption loan. At the end of X, the balance of personal consumption non-performing loans of the whole bank was RMB 10,000, with a NPL ratio of X, of which the NPL balance of personal housing loans was RMB 10,000, with a NPL ratio of X; The non-performing balance of house decoration loan is RMB 10,000, and the non-performing rate is X; The non-performing balance of student consumption loans is RMB 10,000, and the proportion of non-performing loans is X.

Two. Problems encountered by banks in issuing and managing personal consumption loans

(1) Personal consumption loan business is gradually shrinking.

Our bank began to issue personal consumption loans in 20xx, reaching a peak in 20xx, and began to shrink year by year from 20xx. In recent years, there are many reasons for our personal consumption loans:

First, the impact of national macro-policy adjustment. With the People's Bank of China increasing the benchmark interest rate of individual housing loans year by year, consumers' purchasing behavior has become rational, and the influence of interest rate changes on their ability to pay has been fully considered when handling mortgage loans, so the demand for loans has weakened.

Second, there are few high-quality individual customers and few high-quality real estate. Our bank is located in underdeveloped areas, with low income and consumption levels of citizens, and insufficient quality personal customers and quality real estate.

Third, the credit environment in X area is poor, and the loan handlers have certain fears.

The fourth is to improve the entry threshold for personal consumption loans. Our credit assets are of poor quality and suffer serious losses. The provincial bank ranks me as a "prudent development bank" and a fourth-level bank. In order to prevent loan risks, the bank raised the threshold for loan access, and designated personal consumption loan customers as high-income groups such as civil servants, mobile communications, telecommunications and electric power in our city, which restricted the access of low-end customers.

Fifth, strengthen internal control management and personal consumption loan risk management, and increase penalties. In this case, account managers are generally under certain psychological pressure, worried about "more mistakes and more fines", lacking enthusiasm for the market and low enthusiasm for market expansion, which leads to the stagnation of personal consumption loan business.

Sixth, the incentive mechanism for personal consumption loans has not been established, and the enthusiasm of handling banks and managers has not been fully mobilized.

(2) The personal consumption loan of the Bank has high risk and poor asset quality.

By the end of X, except for the non-performing loans of automobiles, the non-performing loans of other three types of consumer loans were all above X. The main reasons for the poor quality of our personal consumption loan assets are:

1. The quality of personal consumption loan assets in stock is not high, and the risks are further revealed.

There are many problems in personal consumption loan business, such as large quantity, scattered customers, long repayment period and single transaction.

The risk situation is difficult to determine and has the characteristics of latent. 20xx years ago, the bank did not seriously study these characteristics of personal consumption loans, and competed with other commercial banks in the quantity and market share of personal consumption loans, resulting in some personal consumption non-performing loans.

2. The phenomenon of early repayment by customers with normal loan forms is gradually increasing.

In recent years, because the People's Bank of China has raised the benchmark interest rate of individual housing loans year by year, some individual housing loan customers repay in advance for the loan cost, and most of them have been repaying normally in order to settle accounts in advance.

3. It is difficult to prosecute personal consumption non-performing loans, and the loss of collateral disposal is large.

Procuratorial organs have to go through a series of processes such as acceptance, trial, judgment, application execution, execution, auction of collateral to return the loan principal and interest, which lasts for a long time and is difficult to collect. In addition, when disposing of the collateral, the assessed price of the collateral is too high when the loan is issued, which leads to the auction price of the collateral being insufficient to fully recover the principal and interest of the non-performing loan, and also causes some loan losses.

4, the influence of policy factors

From 20xx to 20xx, our behavior responded to the call of the state, supported poor college students to go to school, and issued some student loans. Student loans focus on social benefits. Due to the small amount of a single loan, high collection cost for each household, lack of effective guarantee and great employment pressure, some borrowers can't contact, and most of them have formed non-performing loans.

Through this comprehensive consumer credit risk management survey, the bank did not find any new cases of false consumer loans.

Third, the future work direction.

1. Continue to strengthen the authority management of personal consumption loans.

In order to prevent operational risks, we will continue to collect the approval right of personal consumption loans from our subordinate branches. As the NPL ratio of personal consumption loans of the Bank exceeds the control requirements, according to Article 37 of the Banking Supervision Law of the People's Republic of China, the Bank decided to continue to accept the approval authority of personal consumption loans of its subordinate branches. All personal consumption loans in the city are approved and issued by the branch president or authorized vice president, and loans with large amount must be reviewed by the loan review committee.

2. Effectively strengthen the self-discipline supervision of personal consumption loan business of branch headquarters and branches.

Check the implementation of relevant rules and regulations, strengthen the risk monitoring and post-loan management of personal consumption loans across the bank, and vigorously promote personal consumption loans across the bank.
