Legal basis: Article 37 of the Education Law of the People's Republic of China. The state and society provide various forms of financial assistance to children, teenagers and young people who meet the requirements for admission and have poor families.

Article 9 of the Higher Education Law of People's Republic of China (PRC) citizens have the right to receive higher education according to law. The state takes measures to help minority students and students with financial difficulties receive higher education. Students in institutions of higher learning should pay tuition fees in accordance with state regulations. Students from poor families can apply for subsidies or reduce tuition fees.
