All secondary vocational schools should fully withdraw 5% of the funds from their business income for reducing or exempting tuition fees, on-campus scholarships, grants and subsidies for students with special difficulties from poor families;
Conditional secondary vocational schools should actively implement the "green channel" system, that is, freshmen can go through the admission procedures first with materials that can prove their family's financial difficulties, and then apply for admission registration according to the verified family's economic situation.
