(3) Signing a legal and effective contract for the transfer of management rights with the contractor or an organization or individual entrusted by the contractor in writing, or obtaining a certificate of ownership of land management rights in accordance with the transfer contract, and paying land rent in the manner agreed in the contract;

(four) the contractor agrees that the right to operate the contracted land can be mortgaged and legally re-circulated;
