If the housing provident fund selling unit fails to affix its seal, which meets the housing provident fund loan conditions, and the employer refuses to cooperate with the issuance of the certificate, the employee may complain to the local housing provident fund management center and ask the employer to issue relevant procedures according to law.

Article 26 of the Regulations on the Management of Housing Provident Fund stipulates that the housing provident fund management center shall make a decision on whether to grant or not to grant the loan within 15 days from the date of accepting the application, and notify the applicant that if the loan is granted, the entrusted bank shall handle the loan procedures. The risk of housing provident fund loans shall be borne by the housing provident fund management center.
